I understand that you would like to know how to transfer a domain from locaweb domain registrar to Azure.
Azure DNS isn't a domain registrar, and it doesn't support domain name registration. Azure DNS is a hosting service for DNS domains that provides name resolution by using Microsoft Azure infrastructure. By hosting your domains in Azure, you can manage your DNS records.

The feature to buy domain names is tracked in the Azure backlog. Use the feedback site to register your support for this feature.
Since, Azure DNS doesn't support domain name registration, you cannot transfer a domain to Azure DNS.
You can only host a DNS domain bought from Azure App Service domains or a third-party domain name registrar and manage the DNS records for that domain in Azure. In order for DNS queries for a domain to reach Azure DNS, the domain has to be delegated to Azure DNS from the parent domain.

Azure DNS also supports co-hosting domains with other DNS services.
You can buy a domain name by using Azure App Service domains.
But even with App service domains, you cannot transfer a 3rd party domain into Azure.
Transferring of domain into Azure is currently not supported. Any attempts made to transfer the domain into Azure risks getting the domain into a broken state.

We are actively working to enable this scenario but at present we DO NOT support transferring a domain into Azure. There is no workaround at this moment to transfer-in your domain to App Service domain or Azure DNS.
