Does anyone else have the same question in your organization?
If you are the only user who met this issue, it recommends you contact with your Teams admin and check if you have assigned the specific message policy in Teams admin center.
Message policy contains chat option. if the option is turned off, users in your organization will not able to use the Teams app to chat with other people. You could see it from the following picture:
