How do I connect to Oracle in Microsoft Report Builder (Windows 11)

We are testing Windows 11. No matter what drivers we install, Microsoft Report Builder will not enable the "Build" button on the Data Source Properties page. This works on Windows 10. We tried installing the ODAC components that worked on Windows 10. Then, we added everything except the kitchen sink. We have started clean multiple times, to avoid conflicting installations.

The Data Source connection works for MS SQL Server and other connection types. It works for Oracle ESSBASE. Just not the Oracle Database.

Visual Studio connects to Oracle. Power BI Desktop connects to Oracle. So, we have drivers that allow some Microsoft development tools to work, just not Report Builder.

Ideas?
