In the FAQ#5 of https://azure.microsoft.com/en-us/pricing/details/active-directory/external-identities/ it states:
|Q: Do I need to have an Azure AD Premium P2 license to enable Premium P2
features for my external users?
A: No, you are not required to purchase Premium P2 licenses for employees
in order to provide External Identities at Premium P2 to external users. You
may need to purchase at least one Azure AD Premium P2 license for your admin
to enable and manage Premium P2 features.|

We assume the same applies with an Azure AD Premium P1 license too. Is this correct?
We ask because currently we have another company’s development team create an account on our production environment’s Azure AD. We have applied a Premium P1 license to them in order for them to operate.
However, if external users can make use of P1 license features, we are wondering if external users can create an account in the production environment of the Azure AD tenant, and not need to be assigned a P1 license. Can the External users use P1 features so long as the admin enables Premium P1 features?
