I have an outlook.com email address and need to send email from a third party program, how to add spf record

I am using SaaS service and use their email program. My outlook.com emails keep bouncing. How can I add an SPF record to my outlook.com email address so the emails don't bounce?

If you are sending from outlook.com, then you wont be able to add SPF records since you dont own that domain.

You would need to use a custom domain that you have purchased and own and can manage the DNS records and then send as as that domain once you added the necessary records to the custom domain's SPF record.
