Devops boards is notifying entire org when creating a pull request

I've gone through the notification settings at the org level

  • dev.azure.com/{org}/_settings/notifications

And the project level

  • dev.azure.com/{org}/{project}/_settings/notifications

I can't find where it's triggering the notification. At the project level it lists our team as the notification however emails are still going out to every devops user.

When looking at the email it lists each email address individually. When I click the view button at the bottom it takes me to a subscription page that looks like my personal notifications. I'd like to unsubscribe everyone but our team.

Any advice would be appreciated.
