Intune MMD difference betweeh Trusted sites setting and ADMX template setting

I have deployed trusted sites to Azure Join MMD devices using a Device Configuration policy and the administrative templates site to zone assignment option. I have just noticed that there is a Trusted sites setting under the Microsoft Managed Desktop Settings tab that is not part of a device configuration (see image).

Is there a difference between how these settings are deployed? is one preferred over another? I am trying to understand why the difference. I do have some MMD devices that appear to get the device configuration policy successfully but don't show the assigned sites when you view the Intranet sites zone on the MMD itself. Other MMDs are fine. Is one way of deploying more reliable than the other?
