Is there a way to Identify list of users who accessed on premises sharepoint 2013 in last 30 days ?

You can use the build in usage reports, or audit reports if enabled. It will give you some data not exactly when you are looking for but you will have to slice and dice data. the other and best option is to use log parser with IIS logs for most accurate and exactly what you are looking for data. you will have to install LogParser on your machine and have the IIS logs for that time period.
