SharePoint alert on New Items in a List depending on metadata

I have a List that has a "country" column. I have created a view for each of the Countries. I have tried to setup a Power Automate notification where certain people will be notified if a list item with USA is added, and another one where certain people will be notified if a list item with China is added. However, the email notification generates regardless of the Country selected when the list item is created. I used 'Limit Columns by View' set to China as the variable in the power automate flow.

The issue is I get the email no matter what country is selected. Is it because the email is triggered before the column value is determined or seen by the system? I also tried setting it up as notification for any items that have changed with China as the value, but that does not seem to fire when I add a new doc.

    Based on your description, I understand that you want to create a flow to send notification to certain people if a list item with USA is added and send notification to certain people if a list item with China is added.

    You could create a flow as following picture as an example.
