Creating Form Builder Application

Question

Hello and thanks for the help in advance. I need to develop an application for a private intranet that will allow the user to create HYML form without knowledge of HTML. I assume the architecture involves storing the element name, element type, and label in a database, but wondered if someone has experience building this type of application. Any help would be appreciated.
