Always on Soft Delete, cannot be disabled.
You have to wait for the soft delete retention period to expire, before the backups points can be deleted and the recovery vaultd eleted.

I am unable to delete azure recovery service vault from portal,
In properties it is enable but i am unable to disable from properties.

When i try to delete recovery service vault i am facing problem**
Recovery Services vault cannot be deleted as there are backup items still present in soft delete state. The situation you have landed here is because of "Always-on Soft Delete". This is an enhanced version of soft delete feature for recovery services vaults. Once you opt for this feature always-on soft delete (irreversible) you can't disable the soft delete settings for the vault. Learn more.
At this point, deleted items are retained for the specified soft delete retention period, and are permanently deleted after the expiry of the soft delete retention duration, there after you will be allowed to remove the vault.
Note: The soft delete doesn't cost you for 14 days of retention; however, you're charged for the period beyond 14 days. Learn more.
Recommendation:
I would suggest you delete all the backups items and wait till the soft delete retention is over and then proceed to delete the vault.
