Azure Licensing Inheritance Problem

23 users on F3 licenses. Upgraded all 23 to Premium...Took out of the F3 security group that is linked to inheritance and moved to the Premium group. 22 processed fine, the 23rd, has F3 still linked and will not allow removal.

I looked around the various troubleshooting steps and they mention disabling various features within F3 but we still have hundreds of users utilizing that and I do not want to disable features and impact hundreds of users for one. Further digging, shows this:

The license can't be removed because the user has licenses for products that rely on the service plans assigned through this license. Remove the dependencies to resolve this problem: Dependency not met for [THREAT_INTELLIGENCE]; service plans that could satisfy the dependency [EXCHANGE_S_ARCHIVE_ADDON, EXCHANGE_S_DESKLESS, EXCHANGE_S_STANDARD

Any ideas what is going on here? All 23 users are setup the same so I am confused on all of this. The users maxed out on email space now and unable to send or receive.

    This error means there is some other license already assigned to the user, and one of the service plan from that license rely on the F3 license that you are trying to remove.

    You can check the user and see if there is any direct/other group base license assigned to that user.

    One of the service plan from that license will be dependent on the F3 license service plan that you are trying to remove.
