Fixed with Malwarebytes scan.
I can only open some specific exe's in safe mode, or when i first boot up my PC.

So this started a couple months ago, but at which point i kind of just.. gave up, eventually today i was trying to install rawaccel.exe, which i had used a couple months ago but it stopped working. And the same thing happened, so i thought that it could be a program interfering, so i launched into safe mode and there you go. It worked. I then booted into normal windows, but the second i got into windows i clicked on the exe, launched without issues. Exe's like games, or just any web browser etc work but for some reason some exe's just do not work for some reason. Oh, also yea i tried closing and launching it again and it doesn't work. (after waiting a couple minutes) so it is a program interfering.
