is it posible to upgrade from exchange online plan 2 to Microsoft 365 business basic??? what do i need to do with the users mail box when migrating???? what are the steps???

There would be no migrating if the mailboxes are already in Exchange Online.
You just enable the 365 Basic license for accounts and remove the Exchange Online Plan one.
Are you using Plan 1 or Plan2?
If Plan 2, you can have a 100GB mailbox and an archive. 365 Business Basic only allows 50GB mailboxes.
