Nearby sharing works using Bluetooth or Wi-Fi technology.
For adding devices, they must be nearby and have Bluetooth, WiFi turned on. Better if both devices have Microsoft account, instead of local account.
AFAIK, Nearby sharing is only among Windows devices atm.

Windows 11 does not currently exist as of my knowledge cut-off in 2021. Nearby sharing is a feature in Windows 10 that allows you to quickly transfer files between Windows devices using Bluetooth or Wi-Fi Direct.
To add a device in Nearby sharing, follow these steps:
Turn on Nearby sharing on both the sending and receiving devices. This can be done in the Settings app under "System" > "Shared experiences."
On the sending device, right-click on the file you want to share and select "Share."
Select "Nearby sharing" from the list of options.
The receiving device should then receive a notification to accept the file.
Android and iPhone devices are not currently supported by Nearby sharing. This feature is limited to Windows 10 devices.
