How to delete all existing partition and format to FAT32 a previously used internal HDD (made into external HDD)

Hi

My question is this: is there a way to format an external HDD (a toshiba 700 gb) which was an internal HDD for this same laptop from 2013, in order to make it into a single fat32 partition?

EDIT: i should say that i already tried the "partition" app from windows, where it says there are 5 partitions for this disk, one of which (the big one) is the only one i can do things on. All the others just have a question mark when right clicking on them.

also, sorry, dont know what tag to use in this scenario.
