Can not change time source from Local CMOS Clock to NTP server on PDC Emulator

I cannot change time source from Local CMOS Clock to NTP server on PDC Emulator. This is the PDC which is a VM running on Hyper-V. Windows Server 2016 Standard. This has functional level of 2012 R2.

    Hello Tom

    this is because the VM has an option to automatically synchronize the time with your host server. (and this precedes your configuration) In your case, open the VM properties from hyper-v, and disable the time synchronization option. after that, repeat the procedure already performed. it will work.

    I actually turned that off on all servers about 6 months ago or more.

    Might try a different one (using a single address)

    w32tm /unregister
    net stop w32time
    w32tm /register
    net start w32time
    w32tm /config /manualpeerlist:<ntp ip address> /syncfromflags:manual /reliable:yes /update
    net stop w32time
    net start w32time
    then check
    w32tm /query /source
    w32tm /query /configuration

    I think I found the problem. There was an application loaded on this PDC called NetTime. I'm guessing someone else installed this in the past to correct this same problem. However, I removed the software, reset all the time parameters again, restarted the server and when it came back up the time settings were in. I looked at all the other servers and they went from Free-running System Time or CMOS to this domain controller.
