How to add different columns to folders in a SharePoint Site?

Hi all,

I'll try to keep this to the point and as clear as possible - hope it works...

I would like to use SharePoint for document control/management due to ISO accreditation. We currently use an Excel spreadsheet for the task and manually add all new company documents to it. :/

I want to apply metadata and approval path flows to specific folders/files within a SharePoint site. Is this possible?

For example: We currently have a HSE SharePoint site (see image below) where one of the folders contains company policies. When a new policy is uploaded, metadata will be required (e.g. Company: NS; Division: WA; Department: HSE; Work Area/Site: BB Version #: 1.1) and a document approval flow will be triggered. However, when a record is added to the HSE Memo folder this will not be necessary.

I've read some forums and it seems that the (basic) way we have the SP sites set up may not be the best to support what I want to do. If this is the case, I would like to get some guidance on the most effective ways to go about this matter.

    1.To make metadata be required, in each column, enable Require that this column contains information.

    2.You could create a flow as following picture shows.
