Why can't Windows 10 Multisession Imaged Hosts open HEVC/HEIC format Photos using the native app?

Fully updated to the latest 2023 patch. Tells me I need the .99 HEVC app... if you go to the photos app it actually open a different microsoft store app that is still .99 but says its both the HEVC and HEIC extension in one?

The HEIC extension is free, but flat out says you need the HEVC extension to view .heic files...

Yet recently updated Windows 10 and Windows 11 Native Photos app can open these files... this is really really stupid.
