For some reason i am receiving "Failed to sign" error when trying to generate app package, i tried this with blank app but still same outcome, see image below Minimum version : 15063 Target version : 17763

Currently, a working solution from the Developer Community of Visual Studio here: Failed to sign appx is that you could try to uninstall Windows Update (KB4535996) and reboot. Another thing is that right now Microsoft Q&A is under public preview, all the topics that supported now are listed in the right top. For questions about publishing UWP apps, you could ask in Submitting and Publishing Apps Forum in MSDN. Thank you.

Thanks for confirmation Royli, i see that the issue is marked as "Fixed - Pending Release" with visual studio 2019 tag, do we have any estimate for when this fix would be available for visual studio 2017 version ?

I'm sorry to say that I have no information about this. You might need to ask about this information in the Visual Studio's Developer Community. My suggestion is that you could
try to upgrade to Visual Studio 2019 which contains more powerful features than VS 2017.
