Application Insights is not a totally free service. Application Insights cost is normally very low and you can monitor it by going on the Azure Portal, select your instance and then in the Configure section select Usage and estimated costs.

If you want to limit the amount of data ingested on your Application Insights instance, you can configure your daily data volume cap. The cap is normally set to 100 GB per day and it can be raised up to a maximum of 500 GB per day:

Also , kindly note the billing will be based on data ingestion and data retention and it doesn't related to number of scaled out instances.
