how do i know i have up to date microsoft visual c++

If you're using a recent version of Visual Studio, you'll get a notification bell icon in the bottom RHS of the window when there are updates available.

After running Ccleaner it reports a number of out of date Visual C++ files/apps.

It says that these are a security threat and should be updated (at a cost).

I don't appear to have Visual studio installed on my windows 11 pc, perhaps it's lurking somewhere, installed with MS Office or such.

Should I attempt to update the files and if so, how?

Should I delete these files?
