Connector on premise via powershell or AdminUi not able to be created, organization does not have permission to create it

using powershell :

New-InboundConnector -Name 'connetor name' -ConnectorType OnPremises  -RestrictDomainsToIPAddresses $true  -SenderDomains mydomain.com -SenderIPAddresses listofips

can not create this config :

Enabled: True

ConnectorType: OnPremises
ConnectorSource: AdminUI or Default

I can create partner but I get an error when using the command above:

    I still can not create inbound on premise connectors using the adminui after 28/01/2023

    From your description, it seems that the behavior is related to an incident that was posted to the Service Health starting on January 28, 2023, 7:45 AM with ID EX505293(https://admin.microsoft.com/Adminportal/Home?#/servicehealth/:/alerts/EX505293).

    According to the final update of this incident, the rollout of the fix has been completed as of Monday February 6, 2023, at 10:00 PM UTC. So, could you give it a shot again from your end and see if it works now? In case it still doesn't work, it's recommended to follow the guidance in EX505293 to open a support ticket from your admin center for further assistance.

    Title: Unable to create new email transport connectors

    User Impact: Admins were unable to create new or modify existing email transport connectors in some circumstances.
    More info: Admins with the following SKU(s) were unable to create new or modify existing email transport connectors:
    Microsoft 365 Business Standard
    Microsoft 365 Business Basic
    Exchange Online Essentials

    The ongoing operation of existing connectors was not impacted by this event. If your organization uses one of the identified SKU(s) the issue may have affected the modification of existing email transport connectors that were created before the impact start time.

    If you're an admin within an organization whose Microsoft tenant was created on or after January 1, 2023, and you continue to see the issue described in this incident after February 6, 2023, please open a support ticket.

    Final status: We've confirmed the rollout of the fix has been completed as of Monday February 6, 2023, at 10:00 PM UTC. Previously impacted customers could have experienced relief prior, when the fix was in the process of being deployed within their environment.

    Scope of impact: Admins with the affected SKU(s) listed in the More info section were unable to create new or modify existing email transport connectors.

    Start time: Saturday, January 21, 2023, 8:00 AM (12:00 AM UTC)
