Microsoft Engineer responded that phone activation with Windows Server 2022 currently requires the VMT tools to be run from a Windows Server 2022 server. This is a known issue.
The installation ID (IID) and the confirmation ID (CID) do not match the product key.

We are trying to add the Windows Server 2022 KMS Key to Active Directory Based Activation (ADBA) via Volume Activation Tools. Our VMT server is Windows Server 2019 patched with the January 2023 CU. The error we get is: The installation ID (IID) and the confirmation ID (CID) do not match the product key. We used the same KMS key in a test lab and it worked fine. We are using Offline Activation/Phone Activation.

Try the following:
-different DCs in the forest
as a member of Schema Admins and ---Enterprise Admins
-all updates from Microsoft Update for Windows Server
