2 part Sharepoint question

Hi there community,

I have a 2 part question.

  1. Does Office for the Web REQUIRE Sharepoint to be enabled? Assuming yes, because when trying to assign a license for Office for the Web, I get an error message that failed to assign license. It works, once I assign Sharepoint as well.
  2. If we were not to use Sharepoint, even though a license is assigned just for the use of OftW, is there a way to configure Sharepoint to NOT provide the users ability to create sites in Sharepoint.

The basis of these questions is that we are deploying Business Premium in our org, but Sharepoint was going to be another phase before we wish to provide it to the masses due to the complexities on collaboration improvements. So we want to offer OneDrive, OneNote and Office for the web.. but not at the risk of allowing Sharepoint to be accessible. Also, Teams is also part of the next phase, so will not be immediately available. Which I know SP is needed for Teams.

Any thoughts on this would be greatly appreciated!!

    Are you using SharePoint Online?

    For SharePoint Online, it is possible to restrict general users from creating sites through settings.

    1, Go to Settings in the SharePoint admin center, and sign in with an account that has admin permissions for your organization.

    2, Select Site creation. The Site creation page appears.
