Add an API to APIM - You are not authorized to create APIs

Hi,

I was able to add an API (created from Logic App) to APIM. But today I encountered the following issue.

What is the issue and how to solve it ?

You need your admnistrator to grant permissions to be able to create API's in APIM, you currently do not have the required permissions.

And what role provides those permissions? This is like telling someone who gets an error stating "invalid credentials" that their username or password is incorrect.

This answer is like a hope but not the answer that helps. :) Could you elaborate please?
I am able to add other APIs like SOAP, WebSocket but not REST API by importing OAS. I wonder what kind of permission could be missing ! ?
