Try right click Start button, open Run box, copy and paste in netplwiz, press Enter. Highlight your account, then click Properties, then Group Membership tab. click on Administrator, then click Apply, OK, restart the PC

Only an admin can make another user an admin. So if you have no administrator accounts on the machine, and it isn't on a domain where a domain admin can take charge, then you're effectively locked out. If you do have an admin account on the machine then you can go to the user account settings and make the user an admin.

You must be admin to change a standard user to administrator. Login to admin account present on the system and then you can change other user to admin level.
