Create Permisison Level to View SharePoint Document Library Without Opening/Download files

How do I create a permission level where a SharePoint Group can click on a Document Library and either not view its contents (appears empty) or view its contents but cannot click to read/download the individual files or folders?

The other issue tied to this, trying to solve for users and groups that click on Document Libraries and always get the Access Denied Page - Sorry, you don't have access - would like to eliminate the pain point of a steady stream of users requesting access which will long term mess up our group and permission level structure (cause I will eventually die lol).

    1.Based on your description, I understand that you want to users can access document library but cannot access files in the document library. You cannot achieve this through custom permission level. You could achieve this through set unique permissions for files. Select the file -> Manage access -> Advanced -> Stop Inheriting Permissions -> Remove Users Permissions.

    2.Please go to Library settings -> Permissions for this document library -> Check permissions.

    3.You cannot modify default permission level. You can use Read permission instead of Restricted View permission.
