How to create static "anyone with link" sharing link?

Question

We are using a SharePoint site to store documents that we share links to from our external website.

Scenario:

1. File copied to sharepoint server
2. Create link to file as "anyone with link can view"
3. copy link
4. go to external, non-sharepoint, website and create a hyperlink to the file/URL created in step 2
5. tenant and external/non-tenant users can access the file when accessed via external website link
6. once the file is opened in the browser, they bookmark the file (URL is different than original hyperlink created in step 2)
7. after user restarts browser, tries to access bookmark of file created in step 6, they are prompted to request permissions to the file. The only way they can access the file is to go to the original page on the external website and click on the share link again.

Issue:

1. is there a way to have a file shared via link where users can bookmark the file and return later to view again?
2. Google "anyone with link can view" share links do not change once you click on them (meaning that when you click on the share link, the browser shows a different URL to the open file)

Please check if you set the expiration when creating sharing link and when users access the link, the sharing link has expired.
