I have a Windows Standard 2022 license for a server with 16 cores. My question is how to better configure the device?
Install as host Windows 2019 Hyper-V and inside 2 virtual machines Windows 2022, or
install on host Windows Server 2022 physically, add hyper-v role and add one virtual machine?
I don't know if in the first case I will be able to activate the VM with the license of the hardware manufacturer?. I found an article on how to activate VM via Automatic Virtual Machine Activation but I am wondering about the table which probably means that AVMA for VM Windows 2022 is not supported on the Windows 2019 host?

Automatic Virtual Machine Activation required datacenter licence (not standard one) as mentioned below in the microsoft article:

Regarding to your case , you should replace your standard licence by datacenter or If you want keep your Standard licence you have to buy another license for Virtual machine.

The two options are to install the 2022 Standard host plus two 2022 Standard guests or you may be able to get a downgrade product key (ask the seller for this) and install a 2019 Standard host plus two 2019 Standard virtual machines.
