Starting Windows Admin Center... manifest.json 403 in DevTools

Question

I am trying to get WAC setup on some Windows 2019 VMs. I've deployed the VM and it is setup how I want it. I then wanted to manage the VM using WAC. I deployed WAC through AZ Portal.

When attempting to connect in AZ Portal I get no errors and everything acts as if it is working. I get the default Windows Admin Center Logo on a white background with no other details or info.

When attempting to connect through the browser, I get the same screen but with "Starting Windows Admin Center..." Again, no other errors from this screen.

When using Edge Dev Tools(F12), the only error I get is a 403 from "https://XXX.XXX.XXX.XXX:XXXX/manifest.json"
Here is the response:

I am a Global Admin and I have added the "Windows Admin Center Administrator Login" to my account on that VM.

I have redeployed and reinstalled WAC with the same outcome. Any ideas on what I need to change or check?

I would suggest you check the Service Health Status https://status.office365.com/

Try the below steps and see if that helps.

This will delete the connection list and settings for all Windows Admin Center users on the gateway.

Uninstall Windows Admin Center Delete the Server Management Experience folder under C:\Windows\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft

Reinstall Windows Admin Center Office 365 Admin Centre is blank https://answers.microsoft.com/en-us/msoffice/forum/all/office-365-admin-centre-is-blank/6166b3ff-652c-49be-a3cd-88fa15f532e0
