To modify a security policy without a registry key

Start > Run > SECPOL.MSC > Account Policy > Password Policy > "Save Password with Decrypted Encryption" path to enable or disable, but some policies were able to find and change the registry or commands. However, no matter how much I search for this policy, I can't find a command, and there is a policy that says there is no registry key in the official document of window policy setting.

Can't I use decryable encryption to change password storage (enabled, disabled) to a command? Is there only a way to follow the path and click to change it in the GUI environment?
