How do I manage TLS/SSL bindings without the appropriate tab/option in the portal settings?

Hi, I can't figure out how to manage the TLS/SSL bindings in the Azure portal for App Services because I'm missing a settings tab:

Without the TLS/SSL settings (classic) tab, i do not know how to change the TLS/SSL bindings to point from an expiring cert to the newly issued cert. Can someone please help me either get the TLS/SSL settings tab in my Azure portal for App Services, or tell me how to adjust the bindings in another location?

You can update the binding from the Custom domains blade, similar to below:
