PostgreSQL Installation Error: The environment variable COMSPEC does not seem to point to the cmd.exe

Question

When installing PostGreSQL, the installer displays the splash screen and then fails with an error msg stating that the ComSpec doesn't point to cmd.exe.
Mine does "ComSpec=C:\Windows\system32\cmd.exe"

Other forums have given answers that didn't help.
