Campaign and Ad level spend not matching via Bing Ads API

Hello,
We are seeing that in some cases the spend we get at the campaign level from the API does not match with the spend for that same campaign at the ad level. This is via the Bing Ads API and we are on v13.
An example being for 08/31/2021 there is $0.25 spend but at the ad level there is no spend.
Would anyone know why this would be or could possibly be happening? looking for clarification to help guide us to a resolution if possible.
