Can you apply multiple mail flow rules to one mail?

Hello,

We currently have a Quarantine mail flow rule, which triggers when the following parameters are met, and does the following as a result:

The rule generates a nice message to the end user:

from: ******@abcdefgh.onmicrosoft.com,

subject: "Notification: abcdefgh.....))

body: Nice message about it being quarantined and that they can reach out to us if they want to question it.

I am trying to set up a secondary rule, which I want to trigger on the above message being delivered to a specific end user (a company VIP). I want it to message the end-user to say "FYI its been quarantined but we're investigating ASAP" and then also re-direct the mail to our Security mailbox, so that we're notified that a VIP's mail has been quarantined. This is what I have so far:

The original quarantine rule works as per usual, however this 2nd rule doesnt trigger from it. I have read online (below) that mail flow rules won't trigger on system-generated mails - so i'm wondering if that is whats happening here?
