I had an unrelated, deactivated subscription that was first in the list and greyed out. Even though I changed to select my active subscription, it was causing an error. I deleted the old subscription and the validation passed.

Welcome to Microsoft Q&A forum and thanks for using Azure services.
As I understand from the error, you are unable to create Azure Databricks workspace due to Validation checks getting failed.
I have tried to create a workspace with the same configurations, region, pricing tier and the Validation Passed as shown below:
Could you to please try in a different browser and see if that solves the issue (delete the cache and cookies).
Also, try in in-cognito window too and see if that helps.
And, if this is related to Region related issue, then it might be transient.
Please retry and let us know if any of the above options helped. If not, we will assist your further.
