Does this also occur on other files or it is just with this image file?
What is the detailed information of this image? (width, height, bit depth, file type, size)
If the issue only occurs on this image, if possible I would suggest creating a service request via Microsoft 365 admin center>Support>New service request to involve support as we may need to collect logs or network packets for further analysis.
