Slow connection to Canada Central - Error fetching operation manifest for connector connectionProviders/dataOperationNew, operationId composeNew

I seem to have a connectivity issue with Canada Central which started yesterday where everything was very slow. Now today if I open logic apps I get this error on most connectors.

Error fetching operation manifest for connector connectionProviders/dataOperationNew, operationId composeNew.

I have also seen these errors in the subscription activity logs

The 'ListCallbackUrl' API is not supported by triggers of type 'ApiConnection'. I'm assuming that this is connection related as everything has been working fine up until recently.

    I think that I have solved this by updating to 64 bit and moving to a higher plan.
