How can an owner modify a distribution group (365 hybrid)?

We have a hybrid setup with Exchange 2013 and 365. We have a number of distribution groups in AD that sync with 365. I'd like to give various users the ability to manage the membership of those groups, but have so far been unable to do so.

When trying to add a member via Outlook (searching for the group in the Address Book and going to its properties), when trying to add a member I get the following error:
"Changes to the public group membership cannot be saved. You do not have sufficient permissions to perform this operation on this object."
I am an owner of the group, though I can only see that either on-prem or in the Exchange Online admin center--the Owner showing up in the properties of the group in Outlook is another user who is not available for testing (he's the user who ultimately will be the person adding folks, though).

The on-prem group is a Universal group, and is set to be a mail-enabled security group.

Are there other things I should be looking at/configuring? I don't know if not seeing myself as an owner in Outlook is just a view bug or an actual symptom of the problem.

    Hi there, if the mailbox of the group owner is in 365 and the group is synced from on-prem, then that will never work.

    The solution is to remove the on-prem group and re-create in Exchange Online.
