How to get access/permission to Microsoft Endpoint Manager Admin Center to Add App?

Need to add app to Microsoft Endpoint Manager Admin Center to upload an .intunewin file to support Azure's integration of IPV6. Following https://learn.microsoft.com/en-us/troubleshoot/azure/active-directory/azure-ad-ipv6-support till step 3.1 showing that I do not have access.

@Lu Dai-MSFT Thanks for the reply! I tried to use work email to sign in or use trial, no luck there. Screenshots attached. Do you know the contact info of administrator? Or I have to use a personal email to proceed?

@Yang Zhang Please don't use your microsoft account to sign in. The permission of your microsoft account may be not enough. It is suggested to use a personal email to proceed.
