It may be a temporary server outage at the time you were creating the layout, or a systemic issue with your proxy settings.
Can you tell me if you have 3rd party anti-virus software enabled or group policy? If so, please disable them temporarily and reboot your PC to retry the installation.
Besides, please verify if you can reach the URL from your browser:
If you can't reach the urls, try to add the following domain URLs into an allowlist, and check if the issue persists:
download.visualstudio.microsoft.com
download.microsoft.com
download.visualstudio.com
dl.xamarin.com
