How to fix OpenAI API Async requests calls

I keep getting this message when I try to make async api calls on the Azure OpenAI API. How can the default rate limit be increased?

Requests to the Completions_Create Operation under Azure OpenAI API version 2022-12-01 have exceeded rate limit of your current OpenAI S0 pricing tier. Please retry after 10 seconds. Please contact Azure support service if you would like to further increase the default rate limit.
