Exchange Online/Office 365 has very limited support for email address policies. In fact, only M365 Group objects are supported for them, which is why you can only use the -IncludeUnifiedGroupRecipients parameter, and none of the other "recipient" parameters.

In other words, you cannot have an email address policy in Exchange Online that covers mailboxes. DGs, or any other recipient type apart from M365 Groups.
