Working with explorer on remote desktop - delay while opening folders - Windows Server 2019 standard

We are experiencing following problem. We have a server with Windows Server 2019 standard operating system. There are 10 users working via remote desktop on this server. Since a few months there is a speed problem in the explorer with 2 users. When using the explorer, opening a folder can sometimes take seconds before the folder in question opens. It does not matter if the user logs in via another computer, the user is bound. Resetting the explorer is not a solution. What is a solution is working in 'full mode' (F11) there is no delay in opening folders. Is this a known problem?

    Thank you for your question and reaching out. I can understand you are  having query\issues related  to Slow RDP access.
    
    1. Please try to Disable Left panel and quick access from Explorer from Folder options 
    
    2. Please try to Increase resources on RDS Server ( RAM , CPU )
    
    3. Disable any Antivirus program or Windows firewall you may have for temporary purpose.
    
    4. Cleanup below Temp folders location -> Open Start -> Run -> Type below location one-by-one and press enter 
        ->  C:\Windows\Temp
        ->   %USERPROFILE%\AppData\Local\Temp
