Someone may have created a user assignment policy that has removed the menu:
User's Distribution group option missing in Outlook Web
I have users with office 365, they login with outlook web app and when they go to settings, view all outlook settings, and click the general tab, The distribution tab is missing. I made a generic user and the tab shows up, but for some users it doesn't show up for some pre-existing users. all users have the Default Role Assignment Policy with the ability to make distribution groups checked. Users are hybrid AD synced with onprem AD. I'm not sure what would be causing users to have this issue on our office 365 environment. Any assistance would be appreciated.

All new test users created are normal, some of the existing users are not, right? You could check if there are any policies as Andy said.
