Export/Import disabled user mailboxes from exchange online with no on-prem exchange server

Basically what I am trying to do is export disabled users' mailboxes as PST files to a local directory. So here's my question:

Are you able to import/export user mailboxes through the exchange online shell without having an on-prem exchange server?

Apologies for possibly echoing tons of other post on the same topic.

    This isnt possible in Exchange Online Powershell

    What you can leverage is the Compliance center and Edicovery - create a case and then export the results
