How do I disable selection for "Enable Federal Information Processing Standards (FIPS) compliance for this network" without internet access?

I'm running Windows 10 Pro. I inadvertently selected to "Enable Federal Information Processing Standards (FIPS) compliance for this network". Now that it is enabled, I cannot access the internet, and I cannot get back to the "Control Panel / Network and Internet / View network status and tasks / Change adapter settings / Wi-Fi / Security tab / Advanced settings" to disable it. This is different than the "use FIPS compliant algorithms" selection. I've tried all of the suggestions for disabling that, but this was never enabled. I've searched the Windows Registry, but couldn't find any relevant keys. I've tried deleting my Wi-Fi and Ethernet adapters, and I've tried reloading Windows 10 Pro. Nothing has worked so far. How can I disable this undesirable feature?
