Is this a bug that the OneDrive app on Android after being creates duplicates after being reset?

I had a case open with Microsoft Support where I was advised by them to use the "Clear Data" option in Android on the OneDrive App. They stated

"App data stores the information for credentials and off-line marked files. It will not impact app settings."

I warned them that I've done this before and that if "Camera Backup" is activated it will create duplicates and start copying ALL the photos from the phone (again!) to OneDrive. Of course after stopping the app and running "Clear Data" as I told them ALL the app settings were changed and the OneDrive app started re-copying ALL the photos again.... (in fact it's doing it right now!!), so I am left with the job of having to make sure that duplicate files are removed. Also my data usage is sky high!!!!! WHY does the OneDrive app do this? This is truly a bug.
