Preview pane for pdf not working in Windows 10

Hello,

Hope someone can help me on this issue. I have multiple users (Windows 10, updated, run sfc scan, updated Adobe Acrobat, Adobe Cloud updated as well, Office updated, all 64bit apps) complaining that .pdf files can not be previewed in Windows explorer preview pane anymore. All users are getting the message "File can not be previewed". Now for all other file types preview works just fine. Preview of pdf's works in Outlook (Office 365). So upon installation of Windows PowerToys, I enabled its own pdf preview handler and it is working from Windows explorer but not from Outlook. So only solution is to switch feature on/off and to work like that for now. I know Microsoft itself is stating that PowerToys handlers are interfering with Outlook, but do you know any other workaround to make this work? With or without PowerToys?
